About Chris.

Chris is of Counsel to Peacock Piper Tong + Voss LLP. His practice centers on maritime regulatory compliance, casualty response, environmental law, and litigation. Prior to entering private practice, Chris served in the United States Coast Guard. His Coast Guard career included sea duty as a deck watch officer and land-based assignments as a commercial vessel inspector, a marine casualty investigator, pollution response officer, as well as representing the Coast Guard in merchant mariner license “suspension and revocation” actions. Following law school, Chris served as a duty attorney for operational, marine safety, and pollution matters. Other assignments included service as a Special Assistant United States Attorney, teaching law at the U.S. Coast Guard Academy and leading the Coast Guard’s Legal Service Command in Alameda, California.

Chris and his family live near San Francisco. They enjoy hiking, gardening, and the beauty of the Bay Area.

Chris has been a part of the maritime community for many years, including two decades in the Coast Guard. He has experience with marine inspections, Port State Control, marine casualty response, mariner credentialing, suspension and revocation proceedings, pollution matters, and administrative investigations. He has represented vessel interests in Coast Guard and National Transportation Safety Board casualty investigations, defended shore-side facilities in OSHA investigations, assisted vessel interests in clearing regulatory challenges, and routinely advises on the management and defense of claims against vessel and facility operators. His practice includes maritime personal injury defense.

Chris is experienced in maritime pollution response. He is knowledgeable in spill response organization, the Incident Command System, the National Oil and Hazardous Substance Pollution Contingency Plan regulations, Area Contingency Plans, OPA ’90, Coast Guard and NPFC regulations, claims, and the relationships between RPs, QIs, OSROs, and the local, state, and federal regulators. Chris also has experience working with product carriers and marine terminal operators to ensure continuity of operations, mitigation of claims, and regulatory compliance.

Chris represents clients in state and federal courts, as well as specialized courts within administrative agencies. His practice includes personal injury, limitation of liability actions, other tort claims, environmental litigation, and federal contracting. Chris is admitted to the Supreme Court, the Ninth Circuit Court of Appeals, all California state courts, and the Court of Federal Claims.
